Dave said they claim to have some IPR issue with one of their smaller sources, so they can't make the data public as an archive
The data is available now, but we need to make a darwin core archive from it. It is static data so this should be fine.
Chuck Miller told me they are not planning on releasing a new version in the next years, probably never again.
Magnus Lidén recommended to use the Plant List to organize the many IPNI names missing a proper taxonomy and causing lots of trouble in our backbone. See POR-1389
