Description: The id (occurrenceId) field should really only be mandatory if extensions are going to be published also, or if the publisher can't complete the holy triplet. The IPT, for example, allows an archive to be published with no id. The archive produced still has the id column, but it has null values.

If our documentation for checklists, dwca assistant, or for the IPT are inconsistent with each other, this could be causing some confusion in the community.  ]]>
