Description: The GBIF backbone can be downloaded entirely as a dwc archive. We need to apply a license statement. [~Donald Hobern] can we use a CC0 license?

Comment: I think this may be ill-advised, since the archive is (I assume) still based on a core which represents CoL and that is not currently CC0.  Can we (for now) use CC-BY and point to a list of datasets which contribute to it?
