Rationale
New Participants need clear guidance material to understand the commitment in the MOU around establishing a Participant BIF. Existing Participant Nodes have requested general guidance material to be able to get a strategic overview of the progress of a Participant Node and identify areas where capacity enhancement is required.

Tasks
Identify Nodes involved in the session at the GNM at GB20 that would be willing to contribute to this work
Update definitions of Nodes and BIFs from 2008 documentation
Continue work on axes for Node development
