Description: Establish the criteria and the process for evaluating software-compliance with GBIF recommendations, so that software products intended to mobilize GBIF-compliant data and metadata can be evaluated against a set of relevant criteria. This should help tool developers to understand what is needed to integrate a product with GBIF tools, and allow the software to be "certified as GBIF-compliant.

*Rationale*
Many GBIF Participants and other stakeholders invest significantly in software developments that support GBIF-compliant data mobilization, delivery and use, and offer this software for reuse by others. However, it can be difficult for other Participants to understand the strengths and weaknesses of these different offerings. During 2014, criteria will be developed to evaluate whether software develoments comply with GBIF standards and recommendations and to assess their reusability and the completeness of their function as solutions for 1) publishing data, 2) establishing a biodiversity portal, or 3) accessing and using GBIF-mediated data.

- This also ties in with future plans around the NPT: make it transparent for uptakers what the available options offer, and what they do not, and evaluate whether GBIF-compliant software development of additional components is possible.
- The DwC-Archive validator is a key tool that needs to demonstrate interoperability (see https://github.com/gbif/dwca-validator)
