Description: Set up a mechanism for establishing fitness-for-use working groups or connecting to existing ones: define the process to identify priority thematic areas for expert engagement; develop template terms of reference to establish or recognize fitness-of-use working groups to provide GBIF with guidance; engage with Participants to identify and select suitable members for the groups.

The working groups will have a set of defined roles including development of metrics and indicators for assessing the coverage, completeness and fitness-for-use of GBIF-mobilized data and identification of content moblization priorities for providing key guidance to different stages of the content mobilization process, from data capture through to end use. In future years, some of these working groups may develop to assist with identification and curation of reference data sets within the GBIF network (see GBIF-20). Working groups may also provide status reports which can be incorporated into GBIF communications and reports.

*Process for operating fitness-for-use working groups and initial communities selected: milestone Jan 2014*

*Rationale*
After its initial years, GBIF is now in a position to place greater focus on the needs of users and to establish research-driven and policy-driven data priorities. The goal should be 1) to understand questions in different research areas which depend on mobilization of high-quality biodiversity data, 2) to evaluate the suitability and coverage of existing GBIF-mobilized data to adress these questions, and 3) to develop strategies for improving quality and addressing gaps in these data. (...) This strategy depends on identifying and working with communities of expertise which have an interest in the application of biodiversity data in a particular thematic area. (WP p.12f.)

*Required components*
- process development with SC and NC:
-- identify initial set of priority thematic areas to work with
-- template TOR development (also consider: reference datasets; status reports)
