Description: Establish two initial fitness-for-use working groups during 2014, based on an assessment of GBIF-aware communities that are best prepared to start this process and deliver impact. These groups will be able to participate in GBIC-2 (Jul 2014)

*Rationale*
The establishment of research-driven and policy-driven data priorities depends on identifying and working with communities of expertise which have an interest in the application of biodiversity data in a particular thematic area. (...) GBIF has existing relationships with several communities which are well-placed to provide this guidance. (...) GBIF will work with these partners to recognize existing groups, or when appropriate develop new groups, to act as fitness-for-use working groups and provide guidance on all relevant aspects of GBIF-mobilized data. In other cases, GBIF may explore establishing a separate working group to provide guidance in a specific area of interest. (WP p.12f)

- reach a decision which two working groups should serve as the 2014 pilots (OBIS and GIASIP have been identified as likely opportunities for rapid progress exploring two different models)
- interaction with Participants to identify and select working group members (where required)
- establishment of two initial working groups (membership established)
