Description: During 2014, GBIF will develop a clear policy and materials to guide institutions in sharing metadata about [unpublished collections] and will upgrade portal interfaces to make these resources discoverable.

*Rationale*
GBIF task groups have recommended a strategy for mobilizing metadata even from collections and projects that have not yet digitized their resources or which are currently unable to share the data. This strategy would increase GBIF's understanding of the range of resources still to be mobilized and may assist with the development of plans and proposals for addressing gaps in existing data. A strategy for mobilizing metadata for unpublished collections will also enable these institutions to gain visibility and to begin the introduction of biodiversity informatics solutions.

Comment: An update that the TDWG-RDA joint working group on metadata will be looking at metadata only publishing for collections.
