Each data record has a clear basis of record

Reporter: ahahn
Type: Epic
Summary: Each data record has a clear basis of record
Priority: Major

Description: Seek to ensure that the basis of record is clear for each data record, including understanding whether a specimen or other evidence exists.
*Rationale*
For a user searching for suitable data, the basis of record is an important filter criterion, as it allows to distinguish between in-situ and off-situ evidence as well as between vouchered / unvouchered occurrences. At present, no controlled vocabulary is enforced, accounting for a great width of supplied terms. Only a part of those can be translated to standard terms from the basis of record vocabulary, while others are either uninterpretable or wrong, e.g. through mismappings or misunderstandings of the meaning of the term.
*Required components*
- analysis of current term usage and identification of datasets with the highest impact (a first estimate was done in Nov 12/Feb 13, see DM-45)
- documentation of term importance and supported values
- IPT: enforce selection from a limited list of terms (dataset level)
- DwC-A validator: warn of non-standard basis of record terms within a dataset
- data management: communicate required changes to publishers, follow up
