Description: *Documented policy on OccurrenceIDs as stable identifiers for data records: milestone Mar 2014*

In scope for 2014: IPT supporting and enforcing stable record identifiers (occurrence ID)
Beyond 2014: other data standards / protocols

*Rationale*
Stable occurrence IDs are required for operations relevant to the Portal: duplicate prevention, tracking of record updates, future assertions about relationships between records, referencing back to the original record (with possible role in citations), etc.

*Required components*
- IPT maps occurrence IDs
- enforce provision of occurrenceIDs in DwC-A
- occurrence IDs are unique in DwC-A (DwC-A validator to check)
- policy statement and communication ("if a DwC-A row represents an Occurrence, it *should* have an occurrenceID which *must* if provided be unique in the archive, otherwise GBIF will not index the archive")
