Summary: synchroniser-gbif-refactor: synchronize portal IDs with Registry
Description: When the HIT creates new data_provider and data_resource entries in the Portal DB, it will update the corresponding Organization and Resource entries in the Registry. To do so, the HIT must know the UUID of the Organization and Resource and perform the update via the Registry WS.

Comment: An implementation of the ws-client will be used to post identifiers for the organization and resource was created. The unit test still has problems though.

Comment: This is working fine. The last test needed will be to connect to a populated portal db with existing portal ids, ensure that the same ids are used, and that duplicate ids are not written.
