Summary: Fix Eamon's local install of vocabulary test server
Description: Eamon decides to test install a test PHP application for managing vocabularies. Instead of asking us to make room for it on some Centos somewhere he goes for a Windows install via XAMPP. So it doesn't work... The install script failed to create the database.
