Summary: Setting up l10n client on nptstartup.gbif.org for localisation activities on NPT Startup modules
Description: Languages strings of NPT Startup modules are separated from Scratchpads translation workflow, given that NPT Startup code is not merged with Scratchpads. This task is about providing workflow on the example site of nptstartup.gbif.org so people can log in and work on translation.

This includes:

1) Import translation into Scratchpads from Google Translator Toolkit.
2) Set up proper modules (i.e. i10n clients) to prepare to show interface in French and strings that are not yet available.

Comment: Still some issues with the permission scheme, which keep the translator from seeing the translation client bar.

Comment: This had been done before December 13 and now is awaiting for INBio to inform us whether the translation is considered ready. When that happens, other work will be created to feed translation into newly installed NPT Startup.
