If this is to become the standard we should follow it on other pages too. Repeating the ToC on every article on the other hand seems not very elegant.]]>

Comment: I have used this on quite a few pages where there are multiple elements resulting in a 'tall' structure especially where there are long lists, as it seems the easiest way to navigate

Comment: I think you can close the issue. The policy should be that only very long (tall) pages with multiple lists should have repeated contents so that you can easily click between committees etc. - otherwise just have 'quick links' at the top. I will do my best to adjust pages not following this pattern before launch.
