Description: In the contacts section, individual contacts can be expanded to show full details, or the "show all" link to expand all. If details for a few contacts are already expanded, though, the "show all link does not expand all of them, but toggles the status: the previously open ones close, and closed ones open (try e.g. http://uat.gbif.org/country/ES/participation)

Proposal: change this so that the link expands/collapses all contacts, not toggles the present status]]>
