Description: When I click on the download tabs (top or bottom) Nothing happens. I try pasting the link into a new window and also nothing. Using Firefox 24.0 on Mac ios 10.8.5

The problem affects countries that have an apostrophe in their name, like "Lao People's Democratic Republic." See http://builds.gbif.org/view/Common/job/gbif-api/site/apidocs/org/gbif/api/vocabulary/Country.html#LAO
"Côte d'Ivoire", & "Korea, Democratic People's Republic of" are also affected.
The fix should be applied in the occurrence download, when doing
..ddFilters(filtersFromRequest,'COUNTRY','LA','Lao People's Democratic Republic')
