Contacts are displayed in the portal in the reverse order of entry, i.e. last entry will be the first contact listed starting from the top row left.
Furthermore the status of 'primary contact' is not surfaced in the portal, although this might be on purpose.

Joel Cracraft is primary admin contact and Laura Russell is primary tech contact. This is not clear from looking at the portal page.

[~jlegind@gbif.org] can you please confirm the new layout (see screenshots) fixes the issue?
I have committed the changes, https://code.google.com/p/gbif-portal/source/detail?r=2532, and they will appear in portaldev in good time
