Description: When mandatory data items are missing, the submit button of the first form is inactive.

Suggest to
- clearly mark mandatory items
- consider keeping the button, but provide a feedback message on what is missing/incomplete/not passing test on button click

Mandatory fields marked.

When a button is disabled because of invalid form status, click and mouseover doesn't work. Instead, a text is provided to explain why the button can't be clicked.
