if you look at the verbatim content you can see there is no license given, just the image URLs in associatedMedia:
http://www.gbif.org/occurrence/1098894695/verbatim

This is very likely caused by our buggy occurrence indexing that has dropped the multimedia extension for a while.
Thats fixed here, but not yet deployed to production:

There have been a few commits since the last release - is it safe to release now?

Comment: Best to ask [~fmendez@gbif.org] what those changes were. The CLI ones should be safe but have only been tested via unit tests
