Description: Hi guys,

It seems the (or at least some) of the downloads generated by the portal have a small error: the metafile reference a metadata.xml file that's not present in the archive.

Some tools will then try to open this file and get an error, see for example the following discussion for python-dwca-reader (skip the first comment):  https://github.com/BelgianBiodiversityPlatform/python-dwca-reader/issues/36

I checked in the Darwin Core Text guidelines, and it seems the metadata attribute of the archive element is not required by the standard, so I suggest to simply omit it at archive generation... What do you think?
