Description: Our interpretation of data from French overseas territories seems weird.  Terrestrial data for Réunion appears as France but marine appears as Réunion.  New Caledonia appears entirely as its own country.  There may be some political reasons for this, but please check ...

I changed how France and its territories were treated, and you can see the result on UAT: http://www.gbif-uat.org/country/FR/summary

There were two parts: making marine regions consistent with land, which affected several countries, and treating the French territories as part of France.

However, the second change isn't appropriate — it lets us produce the statistics requested by France, but it will make gathering data/statistics from other regions difficult. For example, selecting everything from South America would require selecting part of France (French Guyana).

I need to change the territories so they keep their ISO code. The country page and other statistics can treat France as (FR+GP+RE...) when necessary, and "South America" or "Islands around Madagascar" doesn't become complicated.

I think Réunion, New Caledonia, etc. should all appear cleanly as separate territories with all data shown on their pages under "Data about".

I assume France would like all territories also included in its view, but perhaps we should check.

The problems with EEZ/land are solved, except for Saint Barthèlemy (POR-3084).

Discussion on what should appear for statistics / country pages / etc should be on POR-2707.
