Description: Improvement request:
The "citation" file contained in a download currently gives
a) the publisher name and dataset name for resources that do not provide a citation string with their data
b) the citation string for resources that do provide one
Missing: an ID of the dataset that allows to link data and citations together.

The current data portal uses the data resource URL of the portal in a phrase like "(accessed through GBIF data portal, http://data.gbif.org/datasets/resource/3096)", which ties to the data resource id in the occurrence file.

Comment: [~ahahn@gbif.org] decided that we can continue with the current implementation and if necessary, later, create a better specification to improve the citations in downloads files. Partially, the issue described here was fixed by the new registry2 project, a citation text is always provided by the web service.
