Description: Having fixed the issue around excluding former participants in the list of endorsing nodes, and adding affiliates as endorsing options,  we now have a messy situation relating to data publishers wishing to be endorsed by OBIS.

At the moment, publishers looking for endorsement options will see the name 'international oceanographic commission of UNESCO' as the available node, because that is the formal name of the GBIF affiliate, but most will not recognise that this is OBIS by another name. Additionally, any new publishers endorsed this way will be separated from the list at http://www.gbif.org/node/ba0670b9-4186-41e6-8e70-f9cb3065551a.

After discussion with [~trobertson] I suggest the following manual fix:

1. Rename the endorsing node 'International Oceanographic Commission (OBIS)'

2. Re-assign all existing publishers showing endorsement at http://www.gbif.org/node/ba0670b9-4186-41e6-8e70-f9cb3065551a  to the new node identity relating to the affiliate. ]]>
