Description: As per title.

Both the download button at the top and bottom must be deactivated if there are no results in the search.

Comment: A user should be notified that he can download data if he is logged in. Either show a disabled download button with a hover over text, or a regular notification in the html above the search result, see common notice macro used for example on non nub species pages
