Description: When a news item has a tab menu (which it always should!) the right hand side content column starts below the main left column.
The first dividing line should be on the same level in both columns - which happens if the tab menu is not present:

In other words, maybe they wanted those pages to look different?

This looks like that page is rendering badly I am afraid. Take a look at the original PNG from vizzuality Im attaching now and which should have been present on the original issue too
(yes, contact style has changed since)

Slight misunderstanding: That's "News" and it renders as per the bitmap you've sent me: http://staging.gbif.org/drupal/page/139 (never mind that the page has no navigation assigned to it and especially never mind the circle
issue).
You're referring to "Data Usage News" which is a slightly different layout but yeah it can be made level in no time.
