Description: When an admin user wants to edit an entity, the EDIT screen should provide an ENABLE/DISABLE checkbox to avoid the user unintentionally changing the relationship of the entity. For example, for a EDIT DATASET page, the "HOSTING ORGANIZATION" and "OWNING ORGANIZATION fields should be disabled at first. To edit those fields, the admin should first click ENABLE and then make the changes.

This will also need to be in place for COUNTRIES as well.]]>
