Description: Newly registered datasets need to be confirmed by the publisher or might not even have a publisher assigned.
In the admin section there needs to be a list of all pending datasets so that they can be modified (they are not searchable or accessible otherwise in the public portal)]]>

All newly registered datasets have to have an owning organization.  Depending on whether that organization is endorsed or not, the dataset makes an appearance in the data portal.
