Definitely user accounts.
When the user clicks on view your account, the default page that opens is the history (see screenshot). That is not very exciting, saying how long the user has been a member. It would be more exciting to see their download history wouldn't it?
And obviously we would link to this page from the page where the download has been executed.

Ultimately I think we should add tabs to the user account page as we are likely to add more things.
For now I would make it
Home, Downloads, Name Lists, Annotations
with name lists and annotations not at all implemented yet and inactive.
