If a type genus or species is given we must have a scientific name with it. Also a type genus doesnt make any sense for a species - it must be a genus!]]>

This is a data problem from the source, mainly the wikipedia checklists. There are correct type species and genera that also contain the scientific name of that species or genus, for example here: http://staging.gbif.org:8080/portal-web-dynamic/species/106979022

Filtering the typegenus and species records with a missing name could be only done in a hacky way, as we do not have a controlled enum for type status yet. I will ignore typegenus, typespecies, genus, species entries for now. Ticket issued for the wikipedia parsers on github: https://github.com/mdoering/wikipedia-dwca/issues/8
