byt default if you don't specify "layer" all are returned, but otherwise you add (e.g.)

&layer=SP_NO_YEAR&layer=SP_PRE_1900&layer=SP_1900_1910&layer=SP_1910_1920&layer=SP_1920_1930&layer=SP_1930_1940&layer=SP_1940_1950&layer=SP_1950_1960&layer=SP_1960_1970&layer=SP_1970_1980&layer=SP_1980_1990&layer=SP_1990_2000&layer=SP_2000_2010&layer=SP_2010_2020

Question #1:

Did you really mean "in the occ search" or did you really mean:

"Add the ability to customize the data density map layer by basis of record for all maps wherever possible as per the demo on http://api.gbif.org/dev/map/leaflet.html"

If not, can you please provide a link to what map in occ search you referred to?

Question #2:
Do you really want a popup? Or just the ability to offer this functionality in the most appropriate way?

Comment: I think I meant a configure icon as used in the occurrence search add filters. But finally it is all about a good way of offering this functionality in an intuitive and consistent way
