Summary: Dataset page, Summary block: decide whether to display headers also for nonexisting data
Description: The Summary block on a dataset page is supposed to give descriptive metadata for the dataset (http://portal-static.gbif.org/dataset/detail.html). However, due to thin data availability, it often is mostly empty in the main section (e.g. http://staging.gbif.org:8080/portal-web-dynamic/dataset/95d6e5d2-3ac2-11e1-8c88-7946f4f4eab7). It might look a bit better if at least the labels were displayed, together with a standard text of "not available". As this is against the general layout strategy (collapsing non-existing blocks of information), though, keep as a discussion point for layout review.

Comment: Discussed it with Andrea and it is no longer a concern. The issue will be closed therefore. If something on the UI pops out , we can file an specific Jira issue on that component.
