Summary: Notice occurrence search users of the download option if they are not logged in
Description: A user should be notified that he can download data if he is logged in. Either show a disabled download button with a hover over text, or a regular notification in the html above the search result, see common notice macro used for example on non nub species pages

I interpreted this issue that if you were not logged in, there was no button to download occurrence records.  I see that it now exists, and it redirects you to the login screen, which when you log in, does start the download.

I believe this then is already fixed
