Description: Record-level visibility in regard to the authors and rightsholders responsible for the publication of species checklists needs to be improved. Where available, the appropriate dataset citation included in the metadata needs to be displayed not only on dataset level, but also on taxon record level. In addition, where additional citation is provided by a data publisher at the record level, this should also be accommodated and made visible in the taxon-usage displays.

Proposal
- on a taxon usage page like http://staging.gbif.org:8080/portal-web-dynamic/species/106416302, add a "Usage & Legal Issues" block corresponding to the one on an occurrence page (screenshot), bottom.
- as the first entry in the block, add "Owner", repeating the dataset/institution name; ideally concatenate "legal owner" information from metadata into text, including person names
- for data integrators (Catalog of Life GSDs), add middle line "original contributor: " giving citation of CoL-contributor citation, the line above being CoL itself
- under "Usage Rights", display dataset level usage rights from metadata first, prefaced by "Dataset: " (link to dataset page). If available, add a second line for "Record-specific guidelines: " if an entry exists in the data. Third line: GBIF Data Usage Agreement link. If no data available, show at least link to GBIF Data Usage Agreement.
- "How to Cite": similar to above. First line is dataset level, second line record-specific. If neither one nor two exists, provide GBIF-generated citation string.
