When you say tags, I assume you mean the little question mark symbols leading to context help? They are placeholders for context help that needs to be written by us (me) whereever we consider it necessary for a user to understand the information displayed on the page. No need to add any if no explanation is necessary, but any generic layout elements that we remove from a page, we need to store somewhere so that it can be picked up again when it becomes necessary in other places.

They refer to for example Turkey,coastal, herbal underneath the species name at the top of http://portal-static.gbif.org/species/detail.html

Anything that does not have data should collapse (or be invisible) in the interface, so that this line should turn invisible as long as there is no content. As tags were requested, this is the place where they would appear once data are made available. In the wireframing stage, focus was on
"what is desirable", postponing the "what is doable" discussion to the implementation stage.
