The Portal API link in the footer links to http://staging.gbif.org/portal/developer

Do we actually have a page for the Portal API yet? When we do, let's standardize the links.

Link is still bad and we've agreed on a home for portal api page.

The link to the web services is bad. It should link to: /developer/summary instead
