Summary: Add self-description to country pages, tab participation
Description: The original country page design includes space for a self-descriptive text (tab participation). This component has meanwhile be re-requested by nodes. Once the relevant field is added to the IMS, it needs to be added to the UI; initial content will be very sparse to non-existing, so that the area should possibly collapse if empty.
