Description: Dear GBIF team,

I discovered what seems like a size limit or issue in the Occurrences pagination. Is it limited to 50,000 pages / 1,000,000  records for now ?

To reproduce:

1) List all occurences: it displays 20 records, and specify: 396 925 994 results.
2) Click on the "last" button in pagination.
3) We're thrown to page 25,000, and the URL contains the offset=999980 parameter. This parameter and the page number seems consistent, but the last page of 397 million records should not be number 25,000.

This is by design, as SOLR performance degrades with large pages.  Google do the same thing.

For more than that, please use a download operation
