Perhaps we can use the GBIF Secretatiat organization or similar?

Is this something that should be visible?  Perhaps we can discuss a name change, or doing something "creatively acceptable" (e.g. using a "GBIF Secretariat" and some sensible description describing why it exists).  Similar to the Catalogue of Life

Comment: In GBRDS, the former "ECAT development publisher" is now renamed to "GBIF Secretariat", with a description that reads "The GBIF Secretariat, while not a publisher itself, takes the role of data host for some data resources on names that are critical for central operations." (http://gbrds.gbif.org/browse/agent?uuid=fbca90e3-8aed-48b1-84e3-369afbd000ce). Would that be acceptable, [~thirsch@gbif.org]?
