Summary: Hadoop/HBase "rollover" from mysql should truncate lat lng
Description: Some raw lat lng come with ridiculous precision (16 decimal places) and should be truncated (to 5 decimal places) as part of interpretation. 5 decimal places is already 1m precision which is still unlikely. Our geocode reverse lookup chokes on overly-precise lat/lng and so these records are incorrectly flagged with geospatial issues.
