Description: While working on Kenya checklist in parent-child format exportation, some infraspecific names are found valid, have parent_concept as a species, but doesn't have species_concept id.
On portal of mogo:
select id, parent_concept_id, species_concept_id, is_accepted from taxon_concept where id in (5251977, 5252003, 5251983);
shows some of these cases.]]>

The variety Fusarium oxysporum cubense W.C. Snyder & H.N. Hansen, 1940 in the nub has a species and also a species_fk in the clb name_usage table, but apparently no species_concept_id in the portal db.

Comment: Hi [~kbraak@gbif.org] - would be good to note the reason why this issue is resolved with "Won't fix." Is it because the new processing doesn't produce this issue?

That's correct. The old portal index will no longer be modified.

Please take a look at http://api.gbif.org/v0.9/species/5251977 and open a new issue if there are problems in CLB, I suppose.
