Description: The occurrence_metrics_usage table in clb is only populated with direct matches to nub_fk, but does not yet aggregate counts for higher taxa.

This should be moved into the existing rollover processing, or simply make use of the existing tables that remain in Hive from a rollover.
Currently this metrics WF does a whole new Sqoop in, which is time consuming and unnecessary.
