Description: For reporting purposes, regular logging of checklist dataset metrics is required. For occurrence datasets, this is currently part of the rollover process (quad_relation_tag table and three tables prefixed stats_), though only at country or participant level. To build the basis for future timeline displays and reporting, this should
- generally be set to dataset level (still keeping the option for summarising per country/participant)
- include checklist datasets

Open question: will this remain a rollover task in future, or will it be moved out (including maintaining a history) to the dataset-aware registry? See related issues REG-221, POR-80, REG-89.

Comment: At least metrics for all datasets should be kept in the registry. We need to decide which component is responsible for doing this. Instead of the rollover it could also be the (clb & occ) indexing that directly writes generated stats to the registry.
