Summary: Implement a "grace" period between requests to the same URL
Description: We need to wait a couple of seconds (like 2) between every request to the same URL. Is it really a top-level URL or should it be for each dataset? [~kbraak]

Comment: Top-level. So for this technical installation from BGBM (http://gbrds.gbif.org/browse/agent?uuid=60454014-f762-11e1-a439-00145eb45e9a), you would work through them sequentially. This has traditionally been our gentlemen's agreement during harvesting. Perhaps we can just bypass it for the metadata updates as we said yesterday...
