Summary: Create dwca validator service
Description: Write a crawler service using the cli & postal services to listen to messages from the dwca downloader service and run some basic validation tests on a dwc archive. Initially the validation should cover more or less what the online validator currently tests for which is primarily archive syntax, referential integrity and the use of null. The result should be a validation message written with the detailed report and also a summary flag to indicate if the dataset should be used for further indexing processing
