Summary: As DIGIT program officer, I want to be able to trigger the public release of a new dataset, so that I can first complete my workflow ensuring acceptable metadata coverage
Description: source: Vishwas, 21.5.12: In a future scenario, the creation of a data paper (or otherwise acceptable minimum coverage with metadata) may be made mandatory before a dataset is accepted for publication through index/data portal. In this scenario, indexing still needs to be tested for technical and content issues early in the process, but the dataset should only be publicly released for inclusion in the index when the metadata coverage has been revised (revision results could include that the metadata will not be extended at that point in time).
