Description: There is the need in the API to search for datasets by registered endpoint url to avoid duplicates, e.g.
http://ipt.pensoft.net/ipt/archive.do?r=specimen_occurrence_data]]>

Comment: So you are effectively talking about a new http://www.gbif.org/developer/registry#parameters for the Dataset API, am I correct?
