I can't submit feedback on a record, unless this feedback is intended for this purpose (in which case it is not suitable).

For example, this record http://uat.gbif.org/occurrence/667804381 is clearly wrong, it's a deep sea mollusc apparently found in the Himalayas! The longitude has been flipped. It would be handy (indeed, essential) to have a way to report this error, and to see that a flag had been raised on this page.

The current portal allows for users to submit feedback, and that gets sent to the publisher via email.  I propose we implement similar, but store the feedback in a DB (simple postgres table is suffice) and send that on to the publisher via email.  On the occurrence page, we can have a tab showing the feedback.

That would be relatively simple to implement and enough to not regress in functionality.
