Summary: No label on date-filtering bar on data maps
Description: At the moment there is nothing to tell a user what the new date-filtering bar does, until you actually click on it. Would be good to have a label to draw attention to this great function.

Comment: POR-1600 covers this, and a revision of the map controls is something we need to do in general.  The JS is a mess, and it should be brought into a more sensible framework (e.g. AngularJS)
