Description: Mendeley tags for countries seem to be both for research that relates to country X and for research by researchers in country X.

The audiences for these two things are very different.  We should aim to separate these in the country Publications tag.  Three radio buttons (about, from, both) might be enough.

Not sure whether Mendeley tagging already adequate to separate these aspects.
