Description: Non-endorsed publishers show in the portal obviously on their own publisher page, and are listed in the publisher search.

After changes made in PF-1304, they will at least show as being "not yet endorsed"

The question remains, however, whether non-endorsed publishers should be shown at all in the portal. There is a consensus that datasets belonging to a non-endorsed publisher should not be indexed, evidenced by issues REG-456 and CRAWLER-85.

Unfortunately we have a number of checklists that belong to a non-endorsed organization called GBIF Secretariat (http://portaldev.gbif.org/publisher/fbca90e3-8aed-48b1-84e3-369afbd000ce) These checklists are part of the nub taxonomy, therefore they cannot be excluded.

 I recall we did briefly discuss in in relation to precisely this search page. I thought the decision was to show only endorsed publishers already sharing data - that would remove the need to have the current disclaimer message. I think logically one would expect 'publisher' to include institutions actually publishing. It would also make this search page consistent with the number of publishers on the homepage (I think). Regarding endorsement of checklists that seems like a bit of a different issue and is probably worth a quick discussion when Tim is back. However if it shortcuts the matter, I would be happy for the publisher page to include 'publishers entitled to publish and already publishing data according to current rules and practices'  (i.e. sidestep any anomaly over checklists for now). I am not suggesting that would be the text in the info box! It could I guess be changed to 'Results are ordered by the date of publisher registration, starting with the most recent. Newly-registered institutions yet to publish data, or awaiting endorsement, are excluded from the results.'
